Xiangyang Daily (Shen Mingjing, the All-media Journalist, and Ye Wei, the Correspondent) On January 15, the journalist learned from the Xiangyang Municipal Highway Construction and Maintenance Center in Hubei Province that in 2025, Xiangyang had built 1,452 kilometers of new rural roads and provided two-lane road access to an additional 151 administrative villages, surpassing the annual targets set by provincial authorities.

Construction Projects Advanced with Full Effort. Xiangyang coordinated the implementation of ongoing projects under the 14th Five-Year Plan and newly launched projects for the year, adopting a “map-based operations” approach. A closed-loop advancement mechanism, featuring “weekly scheduling, monthly progress reporting, and quarterly assessments,” was established to enable full-life-cycle dynamic management of all projects. By rigorously enforcing project management systems, strengthening lifetime quality accountability, intensifying on-site inspections, addressing common quality issues, and fully implementing the “eight public disclosures” system, Xiangyang has effectively ensured project quality and safety, demonstrating a steadfast commitment to delivering safe, high-quality infrastructure.
Maintenance and Management Upgraded in Tandem. Xiangyang strictly fulfilled the primary responsibility for rural road maintenance, deepened the implementation of the “road chief system,” and revised and improved a three-tier assessment framework to ensure that “every road is maintained and maintenance meets established standards.” Throughout the year, three work coordination meetings were convened, along with one round of supervision and evaluation. Exemplary practices under the “road chief system” were selected for inclusion in the national “Road Chief Interviews.” Meanwhile, guided by the goals of “accessibility, safety, cleanliness, and beauty,” 223 kilometers of high-quality rural roads were built, significantly improving the roadside environment.
Safety Foundations Continued to Be Strengthened. Focusing on key areas and critical links, Xiangyang strengthened risk prevention and control mechanisms and intensified efforts to address the root causes of safety issues in production. Regular inspections for potential hazards were conducted, and a total of 570 kilometers of village road safety improvement projects were completed during the year. Building on the pilot experience in Gucheng County, Baokang County and Xiangzhou District were newly incorporated into rural road disaster damage insurance programs, further enhancing the resilience of rural roads to disasters and strengthening their risk mitigation capabilities.
